Separately, Richmond Police Chief Ciro Cetrangolo reported that at approximately 7:37 p.m. on July 5, an officer conducting an unrelated traffic stop observed a silver Toyota sedan traveling westbound on Route 173 at what appeared to be an extremely high rate of speed in the oncoming lane of traffic. According to police radio traffic and witness accounts, the vehicle was traveling at approximately 100 mph in a zone where the posted speed limit is 35 mph.
